摘要
面对我国西北地区未来风电大规模开发趋势,需要深入研究西北地区建设抽水蓄能电站的可行性,以便促进风电有效消纳。提出了抽水蓄能电站发展研究的思路、原则和方法,结合常规水电开发和抽蓄电站选点,以全社会电力供应总成本最低为目标,以清洁能源有效消纳和电力电量平衡等多种因素为约束条件,提出了西北地区抽水蓄能电站的合理可行的开发规模、布局,为西北电网制定抽水蓄能发展规划和管理措施提供参考。
With the large-scale development of wind power in Northwest China,the feasibility for building pumped-storage plants in this area needs to be studied to facilitate the effective consumption of wind power.The principle and method for planning pumped-storage plants are proposed.Considering the traditional hydropower development and the planned sites of pumped-storage plants,with the aim of minimum total social cost of the power supply,and with multiple factors such as the effective consumption of wind power and the balance of power and energy as constraints,the paper proposes a rational and feasible development scale and the distribution of pumped-storage plants in Northwest China,which can provide a reference for the formulation of development planning and management measures of pumped-storage power stations for the northwest grid.
