摘要
欧洲国家走在智能电表推广的前沿,并对智能需求响应、电动汽车和分布式电源接入等进行试点。智能用电实现电网与用户之间双向交互,通过分析欧洲智能用电发展的经验,得出智能用电技术的研发、试点和推广需要法规政策的推动;科学评估试点项目可提高推广阶段资源配置效率;基于社会成本效益分析制定推广计划;结合国情特点制定最小功能要求和技术标准;开发新商业模式并适度超前开发新业务的启示。
European countries are at the forefront of world smart meter deployment and have conducted a large number of R&D and demonstrations in terms of smart demand response,electric vehicles and the access of distributed generation.Two-way interaction between power grid and customers are realized through smart end-use.The European experiences in smart end-use development were studied and it is concluded that R&D,demonstration and promotion of smart end-use needs to be pushed by legislations and policies;scientific assessment of demonstrations can increase the resource allocation efficiency in the deployment;deployment planning should be made based on the cost-benefit analysis and minimum functional requirements and technical standards be made according to national conditions;new business models need to be explored.
