南海安全问题是中国与东南亚国家围绕南海诸岛主权的争议问题。国际形势的变化和各当事国的政策已经使南海问题变得相当复杂。维护良好的周边环境与尽可能保护海洋权益不受侵犯的双重职责使中国在南海安全问题上处于两难抉择的境地。鉴于中国自身实力的提高以及南海面临的严峻形势,构建21世纪中国海洋战略至关重要。

The security of the China South Sea is the disputed issue which centres on the sovereignty of South Sea Island between China and Southeast Asian countries.The change of international institution and policy of the parties make the issue become more complicated.The duel task which maintain good surrounding environment and protect ocean rights and interests from being invaded as far as possible make China in a dilemma in the face of the China South Sea security problem.In view of China's own strength and south facing severe sea condition,it is crucial of construction of China's maritime strategy of the 21st century.
