虽然政务微博的出现和快速发展不过两年的时间,但其主要特征、隐含的逻辑和机制已经都显示出来。作为政务微博的主要参与者,政府、运营商和用户各有不同的行为策略,在其不同的行为策略背后的支持性机制也迥然有异。对正处于由量变积累到质变突破临界期的治理转型而言,政务微博的发展有利于增强政府的执政韧性,但也对现有的基本治理格局构成了挑战,在一定程度上,政务微博开辟了政府与民众在治理转型进程中"互训"的新渠道。

Although government affairs micro-blogs are at their early development stage,the main features,underlying logics and mechanisms have manifested themselves.As the main participants of government affairs micro-blogs,the government,business operators and general users adopt different behavioral strategies,indicative of varied supporting mechanisms.For the governance transformation at its critical period,the development of government affairs micro-blogs on the one hand enhances the government's ruling resilience;on the other hand it challenges the current governance structure as well.To a certain degree,the development of government affairs micro-blogs provides a new channel for the mutual-discipline between the government and the common people.
