摘要
针对目前长江流域水资源管理方面存在的问题,论述了建设水资源综合管理决策支持系统的必要性,提出了建设长江流域水资源模型是该系统的基础与核心。同时指出,构建长江流域水资源模型应综合考虑动态水文循环、需水预测、水资源优化配置、应急调水以及不同的气候变化模式。以汉江流域为例,介绍了模型所具有的集模拟-预测-配置-调度(优化)为一体的水资源管理功能,为今后长江流域水资源模型的建立奠定了理论基础并积累了应用经验。
Aiming at the current problems of water resource management in Yangtze River Basin,the necessity of establishing an integrated water resources management and decision-making and supporting system is discussed.It is proposed that the core and basis of this system is establishing water resources model suited to Yangtze River Basin.Meanwhile,it is pointed out that in the system establishment,the dynamic hydrological cycle,water demand prediction,water resource optimal allocation and emergency water diversion and different climate modes,etc.should be taken into consideration.The pilot system is developed for Hanjiang River,and the functions of water resources simulation,prediction,allocation and optimization are introduced.It provides theoretical foundation for the establishment of water resources model in Yangtze River.
