水资源配置新态势下水资源论证工作探讨

Discussion on water resources assessment under new situation of water resources allocation

随着我国社会经济的快速发展,大量的蓄水、引水工程建成并投入使用,改变了原来天然的水资源分布格局。为了保证在新的水资源分布形势下社会经济的持续稳定发展,需要开展水资源论证工作的研究。通过总结近年来水资源论证工作的实践,分析了目前水资源论证工作存在的问题,主要包括对取、退水累积影响论证不足,论证适用范围较局限,论证后评估与后续管理相对薄弱等。针对目前水资源论证工作中存在的问题,提出了相应的措施。

Along with the quick development of national society and economy of China,a large number of water impoundment and diversion projects have been constructed and put into operation,which change the distribution of original natural water resources.In order to guarantee the sustainable and stable development of national economy under the new water resources distribution situation,the research on water resources assessment should be conducted.Through overview on the practice of water resources assessment in recent years,the existed problems in present water resources assessment are analyzed.The main problems are as follows:insufficient assessment on the accumulative influence of water intake and diversion,limited suitable scope of assessment,weak post-assessment and successive management etc.In the light of the existed problems at present,the corresponding countermeasures are put forward.
