政府投资项目前期环境与安全监管评价实证研究

The Pre-supervision of Safety and Environment Management in Government Investment Project

以安全与环境管理的前期监管作为研究对象,通过文献查阅归纳了文化、行为、合同、信息四个管理要素,提取了代建项目安全与环境管理全过程的综合评价指标体系。通过调查问卷形式获得了10个项目的安全与环境管理综合评价数据,通过基于粗糙理论,约简指标体系与原指标体系评价结果的对比来检验约简指标体系的评价能力。检验结果表明,约简指导体系精简了评价内容从而提高了评价效率,而且不会显著影响原指标体系的评价能力,能够为政府监管提供较为准确的决策依据。

In China,government investment project mainly uses agent construction system.The government should make reasonable decisions by using quantification methods.Taking the pre-supervision as research object,this paper summarizes four management elements and designs the framework of comprehensive evaluation.Based on the rough set theory,we design a questionnaire distributed to the engineers via e-mail.Through the investigation,we have got in ten indexes.By using the simplification arithmetic,the evaluation efficiency has been improved.All in all,this method has been proved to help the government make a wiser decision.
