辽宁省医疗卫生资源配置公平性研究

A Study on Equity of Health Resource Allocation in Liaoning Province

基于辽宁区域卫生资源配置公平的视角,以2002—2010年相关统计年鉴数据为依据,运用洛伦兹曲线、基尼系数和对比法分别从人口、面积和城乡不同角度对辽宁省医疗卫生资源配置现状及公平性进行实证剖析,研究表明:辽宁省卫生资源总量过剩,城市卫生资源过分集中,城乡卫生资源配置严重不公。为促进辽宁省医疗卫生资源配置公平性,应压缩控制总量,优化调整存量,增量向农村与基层社区倾斜,加快推进城乡一体化。

Based on 2002—2010 Statistical Yearbooks,this paper empirically studied the inequity of health resource allocation in Liaoning Province by applying Lorentz curve,Gink coefficient and comparison from the perspectives of population,area and region.The findings showed that there is a gross surplus of medical health resources in Liaoning Province concentrated in the big cities,and there exists serious unfairness in health resource allocation between the urban and rural areas.In order to promote a fair allocation of medical health resources,it is essential that the gross health resources should be cut and controlled,the remnant health resources should be optimized and adjusted giving more priority to the rural and lower-level communities,and the unified design between the city and the countryside should be enhanced in an accelerated way.
