政策网络视角下的地方政府治理创新

Administration Innovation of Local Government from the Perspective of Policy Network

政策网络理论为构建全新的地方政府治理体系及解决如何扩大政治参与范围、容纳不同利益主体、化解多元矛盾等问题提供了较好的方法。为此,运用政策网络理论从政策网络分析的治理意蕴、地方政府治理创新的政策趋向和推动地方政府治理创新政策的路径三个方面进行具体分析,以期为地方政府构建一个多元参与、公平高效、以人为本的治理模式。

Theory of policy network provides better methods for constructing the new management system of local government,and solving the problems like how to broaden the range of political participation,embracing different interest bodies,and settling multiple contradictions.Then by the use of theory of policy network,the concrete analysis is carried out from three aspects,including the governing intention of policy network analysis,the policy trend of local government management innovation,and the approach to promoting the governing innovation policy of local government.It is hopeful to construct one governing mode of multiple participations,fairness and efficiency,and the human-oriented for the local government.
