Analysis on the Feasibility of Establishing Policy Agenda——A Case Study of Controlling Gifts in Teaching Body

教育公平是一个社会实现全面公平和正义的前提条件及重要的文化基础,面对近年来日益严重的教育腐败问题,以教师礼品控制为例,从主体角度入题,将对教师礼品控制的分析以及公共政策设立的必备要素作为切入点,论证了教师礼品控制问题可以从政策层面进行引导和治理,进入政府的政策议程。

Education equity is the premise condition and the important cultural basis to realize total equity and justice in a society.In view of increasingly serious problems of education corruption in recent years,the paper starts with the analysis of gift control among teachers and the discussion on the necessary factor of public policy establishment based on the case of teacher gift control.Then it is concluded that the problem of gift control in teaching team can be guided and solved from the level of policy,and can be put into the policy agenda of governments.
