Local Governments' Crisis Management Under the Context of Comparison Domain

美、俄、日等国在社会结构转型与社会体制转轨时期,地方政府的公共危机管理领域问题日益增多。为解决面临的困难,各国均尝试、创建了本国的危机管理体系。对它们进行研究,可以为我国地方政府危机管理机制的构建提供借鉴。

When the United States,Russia,Japan and some other developed countries underwent the transformation of social structure and social system during the transition period,issues concerning the crisis management in local government's public field are increasing on a day-to-day basis.To address the difficulties faced by the local governments,all countries attempted to create a national crisis management system.To study the systems will provide good reference for Chinese local governments in their construction of crisis management mechanism.
