The Study on Potential risks in the Foreign Exchange Account Management

现行的外汇账户管理体系主要由16个法规性文件构成,日常外汇账户管理工作则主要依托5个信息管理系统开展。本文通过分析日常外汇账户监管中存在的潜在风险,发现在制度建设方面和信息系统构建方面存在9个风险点。根据外汇管理"五个转变"的要求和外汇账户管理工作实际,提出应从8个方面完善相关外汇账户制度和信息系统,便利企业、服务涉外经济。

The current management system of foreign exchange accounts is mainly constituted by 16 regulatory documents,and daily foreign exchange account management mainly relies on 5 information management systems.The paper analyzes the potential risks existing in the daily foreign exchange accounts management,and finds that there are nine risk points in policy system and information systems.In accordance with the 'five changes' of foreign exchange management and the practice of foreign exchange account management,the paper proposes that relevant foreign exchange account policy system and information system should be improved from eight aspects to facilitate enterprises and serve for foreign economic goal.
