An Analysis of China's Policy Regarding Public Participation in Volunteer Service

中国公众参与志愿服务的政策经历了允许民间探索、委托部门组织、鼓励多元发展和促进社会融合四个发展历程。包含法规文献、党政文件、讲话批示、章程决议、公益规范等类型,呈现多层次和多类型的特点。这些政策在营造社会志愿文化、倡导公众参与服务、激励志愿组织成长、形成资源支持网络、保障志愿人员权益等方面发挥了积极作用。今后,国家关于公众参与志愿服务政策的创新方向应是营造全国共享的政策环境,形成系统健全的体系,建立协同发展的机制。

China's policies on public participation in volunteer service have evolved through four stages of development——allowing exploration in non-governmental circles,organization commissioned by departments,encouraging diversification and promoting social integration.These policies include laws and rules,documents of the Party and government,leader's speeches,charters and resolutions,public regulations,etc.with the characteristics of multi-levels and multi-types.They function effectively to create community culture of volunteer service,advocate public participation,encourage the growth of community service organizations,form a supportive network of resources,and to protect the rights and interests of volunteers.In the future,the state's policies concerning volunteer service should focus on creating an environment in which policies could be shared nationally,forming a sound system,and establishing a mechanism for coordinative development.
