农村社会救助体系建设的探索与思考

Exploration and Thinking on Rural Social Assistance System Construction

建国以来,经过60多年的探索,我国农村社会救助体系建设在救助理念、救助对象、救助内容和救助形式上都取得了巨大的成就,但在社会救助体系的法律建设、制度建设、资金筹集以及管理机制方面仍存在着明显的问题,而且城乡差距过大。为此,政府应针对存在的问题采取有利的措施,促进农村社会救助体系建设的法制化、规范化、社会化和一体化。

Since the foundation of China,our country's rural social assistance system construction has made great achievements in terms of social salvation idea,objects,contents and forms through more than 60 years' research.But there are still obvious problems in some aspects such as law construction,system construction,fund raising and management mechanism of rural social assistance system,and the gap is too large between the town and countryside.Therefore,the government should take measurements aiming at the existing problems to promote legalization,standardization,socialization and integration of rural social assistance system construction.
