聊城市是一个水资源匮乏的地区,为使有限的水资源保障经济社会可持续发展,聊城市加强水资源管理,实行最严格水资源管理制度,制定用水总量控制指标、用水效率控制指标、水功能区限制纳污控制指标,出台《聊城市用水总量控制管理办法》等配套文件,确定实行最严格水资源管理制度的基本原则,明确管理职责和部门分工,加强控制指标管理,严格各项水资源管理制度的落实,同时强调实行最严格水资源管理制度的法律责任。使水资源管理目标更加清晰、制度体系更加细化、措施更加严格、责任主体更加明确。

Liaocheng is the area that is shortage of water.it is the implementation of the most stringent water management system for protecting sustainable development of the economic society under condition of the limited water resources.It draws up the control target of the total water used,the control indicators of efficiency on water used,the control indicators of restrictions in pollutants bearing of the water function area,and publishes 'the total water control management approach in Liaocheng ' and supporting documents which determine the basic principle to implement the most stringent water management system and clarify management responsibilities and division of labor which strictly implement the water resources management system,meanwhile stressed the relative legal responsibility.In summary,the water resources management target is more clear,more careful and its measures is more stringent and the responsibility is more clear.
