经济伦理视域中的我国农村土地流转问题

Economic Ethics Value of Chinese Rural Land Circulation Issue

我国农村土地流转过程中主要存在着法律缺位、制度缺失、产权不明、保障不全的问题。究其原因,一方面,各级政府经济伦理的缺位使土地流转交易失去了有力地外部支撑;另一方面,农民和承包商义利关系的倒置又从内部增加了土地流转的难度与风险。只有从内外两方面不断规范各参与主体的经济伦理行为,才能从制度层面最终解决当前农村土地流转所面临的困局。

There are four mean issues in Chinese rural land circulation, which are law lacking, regulation lacking, distinction property, guarantee lacking. On the one hand, each level of the governments lacks of economic ethics, which makes land circulation deal lose support from outside; on the other hand, each participant lacks of right value of duty and benefit, which makes difficulties and risk of land circulation more serious. Only strength participants' economic ethics behavior from inside and outside can really solve current difficulties of rural land circulation issues.
