面向农户的农产品质量安全管理对策研究

Countermeasure Research on Farmer-oriented Agricultural Product Quality Safety Management

农产品质量安全管理是我国农业发展迫切需要解决的主要问题之一。而我国以小农户为主的农业生产方式与现行的监管体制仍存在两难的矛盾,使得我国农产品安全管理措施在生产环节上的实施十分困难。因此,针对我国目前的现状及未来发展需要,分析当前农产品质量安全管理体系中,尤其是在农户生产环节质量安全控制上存在的问题。研究加强我国面向农户的农产品质量安全管理对策;提出从农户层面出发,自下而上的、以激励机制为带动的、综合统一的农户质量安全管理的对策建议。

Agricultural product quality safety management is one of the critical issues of the agricultural development in China. However, dispersed farmers are still the main producers of the agricultural production in China. The corresponding management systems are not perfect suitable to this situation. And the agricultural product quality safety management also becomes difficultly in the production processes. In this paper, the main problems in current agricultural product quality safety management systems were analyzed. Meanwhile, a farmer-oriented agricultural product quality safety management counterplan was advised.
