摘要
反哺农业作为一个法律概念于我国相关立法尚无明确规定。学界已提出的反哺农业概念分为广义政策方向说、中义政策措施说和狭义农业补贴说三种观点,可兼采政策方向说与政策措施说而界定其法律概念。欲明确概念的内涵则需探究反哺主体、反哺路径、资金反哺机制、技术反哺机制、人力资源反哺机制和产业化反哺机制。
There isn't a percise legal concept for back-feeding agriculture in our country's related legislation.The concept of back-feeding agriculture proposed by academia can be divided into three kinds of views:policy direction,policy measures and agricultural subsidies.If we want to define the concept's connotation,we shall research six aspects:back-feeding subject,back-feeding path,capital back-feeding mechanism,technology back-feeding mechanism,human resources back-feeding mechanism and industrialization back-feeding mechanism.
