摘要
文章在调查北京市中小企业劳动合同法实施现状及影响的基础上,提出从劳资合作绩效理论视角构建有利于中小企业和谐劳动关系的建立以及推动企业可持续发展的劳动关系管理新模式.研究表明:北京市中小企业劳动合同签订率有较大提高,特别是小型企业,提高了16.5个百分点;大多中小企业选择转变用工模式,严格用工规制,增加人力预算,严格执行劳动合同法的做法来主动应对法律的实施;中小企业用工成本分为显性成本和隐性成本,劳动合同法的实施使显性用工成本仅增加了0.1%~2.44%,而大部分是隐性成本违法成本的增加,因此,只要善于应对,劳动合同法的实施不会对企业造成过重负担.文章还从劳资合作绩效理论视角提出适应于中小企业特点的基于劳资合作绩效理论的劳动关系管理新模式.
This paper puts forward the suggestions about building the new model of Human Resource Management for SMEs Based on Labor-Management Cooperation Performance views after investigating the current status and influence for SMEs of Beijing of Labor Contract Law.The conclusions are the following: There is greatly promotion for the signature rate of labor contract,especially for small enterprises,increasing by 16.5%.Most of SMEs choose the strategies to adept positive to the new law,including changing the model of employment,following the regulations of employment,increasing the budget of human resources and implementing the labor contract.In fact,the increase labor cost-abiding businesses is very limited,and the increase labor cost of not law-abiding enterprises is not more than 2.44% of the total cost which will not bring too much pressure to the businesses.
