综合配套改革机制的理论与实证研究——以天津滨海新区为例

Theoretical and Empirical Research on Mechanism in Comprehensive Supporting Reform——Take Binhai New Area as an Example

改革机制是对改革过程进行激励的条件和手段的总称。文章从分析改革要素和改革过程入手,将改革机制细分为动力生成机制、组织推动机制、技术支持机制和外部保障机制。以此为框架,提炼出滨海新区构建综合配套改革机制的经验和做法,进而指出其在主体积极性、组织投入、方案设计和制度保障等方面的薄弱环节并分析了问题背后的成因。文章最后提出了完善动力生成机制、组织推动机制、技术支持机制和外部保障机制,以激发改革主体参与热情、加强改革组织投入、提升改革设计水平和建立改革制度保障等对策建议。

Reform mechanism is the general term of simulative conditions and measures in reform process.Started from analysis of reform elements and common process,reform mechanism is subdivided into power generation mechanism,organization promoting mechanism,technical support mechanism and external guarantee mechanism.Under above framework,we refine the experience and practice from mechanism construction in comprehensive supporting reform in Binhai New Area.Then we point out the weak links in reform mechanism in terms of reform enthusiasm,resource input,scheme design,system guarantee and reveal the behind causes.At last,a series of proposals are put forward to improve the mechanism in comprehensive supporting reform in Binhai New Area.
