摘要
农村中小学代课教师问题是短时间内不可回避的难题。目前农村代课教师数量不少,作用不可低估。但是,他们的专业素质普遍难以适应教育工作的要求,人事关系没有明确,待遇普遍很低,稳定性差,退出机制不健全,影响教育的均衡发展。面对现实,必须对代课教师问题的解决有共同的价值认同,出台具体的代课教师管理政策对其聘任、待遇、人事关系、考核评价、档案管理退出等系列问题加以明确,在优化农村教师队伍的编制管理和完善农村教师补充机制的过程中对代课教师予以关怀。
Within a short time,it is an inevitable puzzle of the rural substitute teacher of middle and primary school.At present,there are a lot of substitute teachers in the countryside and they produce positive effect.However,the professional qualities of most substitute teachers hardly reach the requirement of education.Those teachers have unclear personnel relations,poor unstable treatment and unsound exit mechanism.Therefore,these disadvantages of substitute teachers might affect the development of education.Facing reality,we must have a common value recognition of solving the problem of substitute teachers and introduce specific management policies to clarify issues like appointment,remuneration,personnel relations,evaluation,file management and exit.Substitute teachers should be cared about in the process of optimizing the rural teachers establishment management and improving the complementary mechanisms of rural teachers.
