摘要
文中介绍了电子政务系统组成虚拟组织的需要。利用层次结构协议分析信息集成的层次和形式的关系,并研究其在电子政务中的应用。提出了基于服务的电子政务建模方法,处理的政府对象是多个动态的、强自治性的、松散耦合的、异构的、处于虚拟组织环境下的政府部门,实现了以市民为中心,以为公众提供高质量、高水平在线服务为重要目标的电子政务模型。
Brings forward the requirement of virtual organization on E-government.Using levels protocol, the relationships among integration levels and its forms are analyzed. The service based E-government virtual organization modeling method is put forward. It may well fit the needs of virtual organization management in a highly dynamic and unpredictable environment. The horizontal and vertical combination system model of E-government is built, in order to provide high quality and level service online.
