张家口市水资源承载力研究及水资源合理利用分析

Water Resources Carrying Capacity of Zhangjiakou City and Rational Use of Water Resources

通过分析张家口市自然地理概况、社会经济状况、水资源特征和现状,在了解水资源承载力概念及理论的基础上,以可持续发展观点为指导,以张家口市水资源供需现状为依据,以张家口市社会经济发展趋势为背景,把常规趋势预测和模糊综合评价法相结合,结合实际情况适当调整发展参数,预测了该市2010年～2020年的需水量,分析了水资源的供需平衡.选取人均水资源量、水资源利用率、万元产值用水量、耕地灌溉率、生活用水定额、生态环境用水量6个评价因素作为主要评价指标,利用模糊综合评价模型对其水资源承载能力进行了评价研究.通过分析预测结果,针对目前和将来水资源利用可能出现的问题,提出了张家口市水资源安全对策,包括:强化城市水资源与水源地的合理布局;加强水资源管理,建设节水型社会;废水净化再利用,实行废水资源化;充分利用雨水资源,提高雨洪利用率,对张家口市制订水资源合理开发利用决策提供可行的指导.

The paper introduces the overview of the physical geography,socio-economic status,characteristics and status of water resources,Based on the Understanding of the concept and theory of the water resources,guided by sustainable development comept,based on ZhangJiaKou water resource supply and current situationthis paper forecasts the water requirement in 2010-2020,and analyzes the balance of water supply and dernand.The study selets 6 evaluation environmental factors as the main evaluation index,the per capita water resources,—— —— —— —— ——.The fuzzy comprehensive evaluation mode is wsed to evaluate the carrying capacity of its water resources.
