论工商联在构建和谐劳动关系中的地位和作用——以舟山市工商联为例

On the Status and Roles of the Federation of Industry & Commerce in Building Harmonious Labor Relation——Cite Zhoushan Federation of Industry & Commerce as An Example

工商联作为政府管理和服务非公有制经济的助手,以此特殊身份作为主体成员参与协调劳动关系三方协商会议,使得其在劳动关系三方协商机制中的价值和功能定位等方面有待进一步认识和明确。结合舟山市工商联参与协调劳动关系三方协商机制的现状及兄弟省市的相关经验,认为工商联应充分发挥自身优势,在参与协调劳动关系三方会议中应根据劳动关系矛盾和纠纷的性质不同,适时兼顾政府利益和积极维护非公有制企业的利益;从劳动关系三方的不同利益入手,引导教育非公有制企业和非公有制经济人士积极构建和谐劳动关系。

The Federation of Industry & Commerce(FIC) serves as an assistant of government administration and development of non-public economies,and takes part in the tripartite consultative conference to coordinate labor relations as a principle part,which means that FIC's relevant functional position in the tripartite consultative mechanism needs to be further clarified.According to the status of Zhoushan FIC's participating in the tripartite consultative mechanism to coordinate labor relations and the experience of other provinces and cities,it is believed that FIC should fully take its advantage,give consideration to the interests of the government,and positively safeguard the interests of the non-public enterprises,according to the different nature of conflicts and disputes of the labor relations in participating in the tripartite consultative mechanism so as to guide and instruct non-public enterprises and non-public economy personages to actively build harmonious labor relations.
