区议会(第二)功能界别选举影响评估

An Assessment on the Effects of Election of District Council (Second) Functional Constituency

第五届香港特区立法会选举引入区议会(第二)功能界别。该界别的议席含金量将会高于地区直选议席、影响小政团的生存状态,但由于继承票源效果较差,导致政团不会过度投入人员参加该界别选举。另外,该界别可以丰富功能界别的选举形式、提升个人选民在功能界别选举中的地位、为日后功能界别提供启示。从整体上,该界别将提升选举经费,为立法会的运作带来新的变量,并推进行政长官普选尽快落实。

The fifth Legislative Council election of Hong Kong special administrative region introduced district council(second) functional constituency.The seats in such a legislative assembly are superior to those directly coming from district election and will influence the status quo of small political groups.However,due to the poor effect of inheriting votes,many political groups are unwilling to let more personnel attend such an election.In addition,such an election can enrich the election types and improve the individual function in the process of election.In general,such an election will help to raise election funds and bring power to the operation of legislative council.
