天津滨海新区参与环渤海区域合作的思考

Tianjin Binhai New Area's Participation in Regional Cooperation around Bohai Region

现阶段,应从务实的视角审视天津滨海新区如何更好地与环渤海区域合作。滨海新区参与环渤海区域合作,应把握"理想目标与立足现实相结合"、"重点突破与全面谋划相结合"、"把握全局与兼顾局部相结合"、"快见成效与分步实施相结合"的基本要求。滨海新区的发展现状、区域合作的既有制约以及滨海新区开发开放的客观要求构成了其务实参与环渤海区域合作的必然性。可行性则源自滨海新区自身基础条件以及环渤海各地的迫切期望。务实视角下滨海新区参与环渤海区域合作的思路和举措可归纳为:确立务实参与合作的理念,发挥优势、创造优势、求异避同,立足京津冀、兼顾环渤海。

From the practical perspective,during the cooperation around Bohai region,ideal should be integrated with reality;key industries should be given priority;local and region benefits should be given consideration at the same time;and quick results and procedure are both important.The participation of Binhai New Area in regional cooperation is necessary because of three reasons.And the participation is feasible since Binhai New Area has its own preparation while other areas in the region have huge demand for this kind of participation.Finally,suggestions on Binhai New Area's participation in regional cooperation aound Bohai region are proposed.
