Capital Economy Cluster and the Foster of Tianjin as the Economic Centre of Northern China

首都经济圈是国家"十二五"规划中提出的新概念,北方经济中心是国家对天津发展的定位。首都经济圈是天津实现北方经济中心奋斗目标的基础空间,天津作为北方经济中心在北方地区重点发挥制造业基地、商贸中心、航运中心、高新技术开发和试验基地等作用和职能,与北京在这一地区重点发挥信息中心、技术中心等功能并不矛盾。天津在建设北方经济中心过程中,应加强与首都经济圈人才与技术的交流,共同培育壮大战略性新兴产业,夯实天津经济实力;同时,借"货"兴港,发展航运业和港口服务业,提升服务能力。

Capital economic cluster is a new concept which is proposed in the national '12th Five-Year Plan' report.Tianjin is considered to be the northern China economic centre which is also emphasized in the report from state development blueprint perspectives.Capital economic cluster is the basic spatial condition through with Tianjin can achieve the goal of the economic center of northern China.The pivotal role of Tianjin as economic centre of northern China is critically based on its manufacturing base,business center;shipping center,high-tech development and test base functionality.This is not conflicts with Beijing which is focus on information and technology centre functionality.During the fostering of Tianjin as northern China economic centre,the following concrete suggestions are proposed: it is very important to enhance the communication of human resources and technology with other region while fostering the growth of strategic emerging industries and consolidate the economic strength of Tianjin.At the same time,the developing of the shipping industry and port services with ever-increasing logistics in the Tianjin port,improving its service capacity,strengthening the cooperative with the capital economic cluster are also very vital to foster Tianjin as economic centre of northern China.
