农民转身:新型农村社区的适应处境与公共服务建设

Farmers' Status Change: New-type Rural Community Adaptation and Public Services Construction

作为与城市社区对接和并轨的新型农村社区,是农民实现向市民转身的重要场域。然而,新型农村社区建设却忽视了它在社区城市化和居民市民化中的意义,仍把新型农村社区视为农村社会的一个部分,没有注意到农民身份将要发生的变化,更没有采取积极措施以减少居民的社区失范行为,致使居民的社区适应处境出现诸多问题。本文认为,新型农村社区建设要秉持城乡一体化发展理念,从保证居民能享受到与城市社区居民等值公共服务着手,逐步改善新型农村社区的适应处境,最终促进其居民向市民转身。

The new-type rural community, as a butt joint and amalgamation with the urban community, is a significant field where farmers change their status from farmer citizenship into urban citizenship. However, the new rural community construction ignores its meanings in community urbanization and farmers' citizenization, considered the new-type rural community as a part of rural society, but neglected the changes of farmers' status, nor took any active measures to reduce the deviated behaviors of citizens, so that many issues occurred in farmers' adaptation to the new community. This paper considered that the new-type rural community construction needs to keep the development idea of urban-rural integration. Starting from guaranteeing the citizens in the villages have equal public services with urban residents, the circumstances for the citizens in the village to adapt to the new-style rural community should be improved to promote the citizens in the village to change their status to urban citizenship.
