机场运行岗位安全评估模型的构建与验证 被引量:2

Construction and Validation of Safety Risk Evaluation Model for Operating Posts in Civil Airport

摘要 结合民航局相关法规要求,建立了民航机场关键运行岗位安全风险评估模型。该模型包含人员、设备、工作程序和环境4个方面,分为3个层次,共计75项指标。在对机场各级人员调查问卷结果进行统计的基础上,运用改进的模糊层次分析法评价方法和三角模糊数确定了各指标权重。通过实际算例验证了指标模型的有效性。结果显示运行指挥员岗位和特种车辆操作工岗位的安全综合风险指数较高,分别为40.7和40.4,该结果符合实际情况。 Based on China Civil Aviation Regulations,the evaluation model is established.The model is involved in personnel,equipment,procedures and environment and divided into three hierarchies,including 75 indexes.Raw data are collected by questionnaires from the airport managers and operators and the weight value of the safety risk evaluation model of pivotal operating posts in civil airport is determined by using the analytic hierarchy process and triangular fuzzy numbers.The validity of the model has been verified.The results indicate that safety integrated risk index(SIRI) of the operation commanders and the special vehicle operators is high to be 40.7 and 40.4 respectively and the result is consistent with the current situation.
