企业生产安全管理预警指标探研

Study on Early Warning Indexes of Enterprise Production Safety Management

现代企业安全生产管理正在实现"五个方向"的转变,需要建立符合现代安全科学管理方向的预防型安全管理模式,积极应用预测预警技术与方法,建立完善企业生产安全预警预报系统,由"被动应对型"传统安全管理向"主动预警型"转变。本文依据生产安全预警原理,以管理要素为重点,区别于传统通过仪器仪表报警进行预报预警的方法,提出以新员工比例、员工工龄、事故隐患以及事故、事件等指标,建立一种小型、简单、易于操作的生产安全管理预警模型,定量化表示企业安全生产现状和发展趋势,及时地发出安全运行态势的预警信息。

Modern enterprise production safety management is achieving the change of '5 directions',and it is needed to set up prevention type safety management mode,in which the forecast and early warning technology is actively applied to set up perfect enterprise production safety early warning system,changing from the traditional passive one to active one.According to the production safety early warning principle,regarding management elements as the focus and differentiating from the traditional warning through instruments and meters,it is put forward that dependent on some indexes,such as number of new employees,ages of employees,hidden dangers,accidents,events and so on,one kind of small size,simple and easily operated production safety management early warning mode is set up,in which the enterprise production safety status and development trend is quantitatively expressed and the early warning information of safety operation trend is timely send out.
