破解高等教育发展中的“马太效应”——当前我国高等教育发展不均衡的内在动因分析 被引量:11

摘要 "马太效应"作为公共资源配置中效率优先原则的典型范本,似一只"看不见的手"掌控、调节着我国优质高等教育资源的流向和格局。中央与地方属两类普通高等院校生均预算内教育经费差距明显、经费收入结构严重分化已成为我国高等教育发展中"马太效应"的两大典型表征。当下我国高等教育资源配置中的马太效应引发一系列问题,揭示出未来高教优质资源配置就应当偏重向均衡一方倾斜,在确保底线均衡的前提下,扣两端而取其中,逐步打破马太效应的僵局。 As the template of the efficiency principle in public resource disposition,the Matthew Effect is thought to be an invisible authority that controls and adjusts the trend and arrangement of China's excellent education resources.The staggering gap in budget educational funds per student,as well as the serious differentiation in fund aids between Centre-owned universities and Province-owned ones has been the representatives of the Matthew Effect in the development of China's Higher Education.At present,the Matthew Effect in China's education resource disposition triggers a series of problems and discloses the future tendency of excellent education resources to the balanced side.On the premise of guaranteeing line balance,it is suggested to find the mean between both ends and gradually break the deadlock of the Matthew Effect.
