日本国立、公立大学社会服务的路径选择--东京大学、首都大学东京为例

Japanese National-Public Universities’Path Choice of Social Service-illustrated by the case of Tokyo University and Tokyo Metropolitan University

20世纪90年代以后,日本新自由主义教育改革逐渐从理念成为政策,以产业界舆论压力为背景,政府开始积极推进以促进大学研究成果向民间转移为核心的产学合作政策,要求大学通过产学合作服务经济社会发展的同时获得社会资源、减轻政府财政负担。但东京大学作为具有国际影响力的研究型大学,将社会服务的重心放在了通过产学合作,实现知识体系化、知识创新以及人才培养;而公立大学首都大学东京则将社会服务的重心放在了服务东京都发展战略方面,与政府政策期待并不完全一致,显示出政府新自由主义教育政策与国立、公立大学的传统及公共属性之间很难协调。

In 1990s,Japan’s neoliberal education reform became into policy from concept.In the background of the pressure of industry,government begin to promote the Industry-university cooperation policy which encourage university’s research transfer to civil as core strongly,require university to serve economic and social development,obtain social resources and reduce government’s burden through the industry-university cooperation.Different type of national or public universities have their own path choice,Tokyo University as research university with international influence put its focal point of social service in achieving knowledge systematize,innovation and talents cultivation.Meanwhile Tokyo Metropolitan University as public university put its central issue of social service in assisting the Tokyo metropolitan development strategy.Two different types of universities’path choice aren’t fully achieve the government policy’s expectancy,which reflect the confliction and incoordination between the government’s neoliberal education policy and national or public universities’tradition and social property.
