统筹城乡视角下新型农村社会养老保险制度研究

An Analysis on the New Rural Endowment Insurance System:From the Perspective of Balancing Urban and Rural Development

加快推进新型农村社会养老保险制度是深入贯彻落实科学发展观、加快建设覆盖城乡居民社会保障体系的重大决策,是逐步缩小城乡差距、改变城乡二元结构、推进基本公共服务均等化的重要基础性工程,是实现广大农村居民老有所养、保障社会稳定、推动科学发展的重大惠民政策。在探讨加快推进新型农村社会养老保险制度建设必要性的基础上,找出制度建设中存在的主要问题,提出相应的对策措施。

The acceleration of the construction of the new rural endowment insurance system is a major policy to implement the scientific concept of development,speeding up the construction of the social security system covering both urban and rural residents.The policy is essential for gradually narrowing the gap between urban and rural areas,changing the urban-rural dual structure,and achieving the equalization of basic public services.It is also an important policy to benefit the majority of rural residents with social pension,safeguard social stability,and promote scientific development of the society.This paper discusses the necessity to accelerate the construction of the new rural endowment insurance system,identifies the major problems with the construction of the system,and offers some suggestions accordingly.
