Receiving the preschool education is children's basic rights and providing preschool education is the government's basic obligation.The basic policies that the government has recently proposed are to take the preschool education into the basic public service system and to construct the basic public service system of high quality.This paper gives its explanation,evaluation system and constructing strategies to provide reference for various regions to develop basic public education system of the preschool education.
