修正义务教育均衡发展指标体系的论证--以广州市为例

The Demonstration of Amending Target System of Balanced Development of Compulsory Education——A Research from Guangzhou

教育部颁布的《县域义务教育均衡发展督导评估暂行办法》保障了全国县域义务教育的均衡发展。对于部分早就实现了初级义务教育均衡发展的广州市、上海市、北京市等发达地区,有必要对义务教育均衡评估指标进行完善和修正,以适应发达地区义务教育的"优质均衡"发展。修正国家均衡指标可从两方面展开:一方面,应该增加基本的学校管理的指标特别是在校际间的均衡状况。另一方面,应该增加鼓励学校特色发展的学校管理指标,这类指标是为满足优质均衡的发展。

The Policy of the Interim Measures of Evaluating and Supervising of the Balanced Development of Compulsory Education of in Counties promulgated by the Ministry of Education of china has ensured the balanced development of compulsory education in all counties within the country.Addressing the fact of the unbalanced development of compulsory education and the limitations of Quota System,and combined with the specific situation of compulsory education in Guangzhou City,this paper proposed a conception of building a municipal-level co-ordination based balanced quota system by increasing the distribution of the quality high schools’ enrollment quota,promoting the migrating of outstanding teachers and enhancing the school management.
