县域内城乡教师交流政策实施的叙事探究

A Narrative Inquiry of Policy Implementation of Urban and Rural Teachers Exchange within Counties

通过对安徽省A县城乡教师交流政策实施情况的叙事探究,反映出城乡教师交流政策的制定对基层声音聆听不够,政策执行中利益主体各言其妙,政策评价参与主体各有说法,配套政策保障乏力、折扣兑现。只有正视问题,牢记政策目标,把好事做好,才能逐步实现城乡义务教育高水平均衡发展。

With reflecting the implementation of urban and rural teachers exchange policy in Anhui Province,it is found that the policy maker has not given enough hearing of the opinions of people from basic places.In the formulation of the policy,all the stakeholders only defend their own interests,the policy evaluation participants have their own sayings and the supporting policies are not powerful enough to guarantee the policy so the force of the policy has been weakened greatly.Only by directly addressing the issues,bearing in mind the objective and doing work well can it be possible to gradually achieve the balanced development of urban and rural compulsory education.
