摘要
我国教育培训机构诞生于市场经济改革与民办教育政策松动的背景之下。满足家庭及个人多样化教育需求,弥补现行正规学校教育的缺陷,进而促进学校教育发展是教育培训机构存在的合法性依据。教育培训机构身份定位模糊、准入门槛偏低、市场监管缺位、品质良莠不齐等问题亟待解决与规范。必须寻求教育培训机构的身份定位及政策突破,建立教育培训机构合理有序的外部治理结构,完善教育培训机构的市场准入及退出机制,建立教育培训机构教学服务质量监控体系。
China’s education and training institutions were established during the periods of the reform when the market economy and private education policies are comparatively loose.The legitimacy for its existence is its aims to satisfy the diversified education demands of families and individuals,to make up for the defects of the current formal school education and to promote the development of school education.Some problems of China’s education and training institutions are needed to be solved and normalized as soon as possible,such as that the Identity and its position is obscure,low entry barriers,absence of market regulation,mixed quality standards.So a breakthrough should be made in its Identity and relevant policies so as to set up a reasonable and orderly structure of its supervision,complete the mechanism of market access and exit,establish a monitoring system for teaching quality of those educational and training institutions.
