摘要 我国教育政策绩效评估的低效能很大程度是因为其过程缺少制度性保障框架,建构合理的保障框架是进行教育政策绩效评估的制度分析的重要手段。制度分类理论为教育政策绩效评估提供了分析工具和框架,教育政策绩效评估制度分析框架由正式制度和非正式制度两个范畴组成,其中包含六个维度,教育法律制度、教育组织制度和教育运行机制是其正式制度;非权力影响、人际关系和教育信念是其非正式制度。应用此分析框架研究教育政策活动,才能形成完善的教育政策绩效评估的制度规约体系,保障教育政策绩效评估的效能。 The inefficience of the performance evaluation of China's education policy is by large extent due to the lack of an institutional support framework,so,to build a reasonable safeguard framework is an important means of establishing education policy performance evaluation system.The system of classification theory of education policy performance evaluation tools and frameworks,performance evaluation system of education policy analysis framework consists of two areas of formal and informal institutions,which includes three dimensions of formal institutions as the education law,educational organizations and educational organism,and three informal institutions as non-authority power,human relationship,educational beliefs.The application of this analytical framework of education policy activities is to form a sound education policy performance evaluation system Statute system,to protect the effectiveness of the performance evaluation of education policies.
