安徽省实施《全国健康教育与健康促进工作规划纲要(2005-2010)》评估报告

Evaluation on National programming outline on health education and health promotion(2005-2010) carrying out in Anhui Province

目的科学评估安徽省《全国健康教育与健康促进工作规划纲要(2005-2010)》实施情况。方法采用定性凋查的方法 ,召开座谈会、查看资料、制定表格现场实地考核;使用描述性方法描述调查结果。结果全省建立了三级健康教育网络,配备了健康教育专(兼职)人员,在城乡开展了疾病、控烟、公共卫生等方面的健康教育与健康促进活动。结论全省"规划纲要"实施情况不一,已初步形成了政府负责、部门合作、社会动员、群众参与的好局面,但政府的支持、政府经费投入不足、健康教育人员不足及素质不高等问题是制约健康教育与健康促进发展的主要因素。

Objective To evaluate National programming outline on health education and health promotion (2005—2010) carrying out in Anhui Province scientifically.Methods The qualitative research methods, such as forums,checking information and field survey,were taken.The descriptive method was used to analyze the data.Results Three—levels health education networks were set up in Anhui Province,and health education professionals or part time stafls were employed to carry out health education and health promotion on disease prevention and control,smoking control,and public health in the city and countryside.Conclusion The situation that government responsibility,department cooperation,social mobilization,public participation in health education has formed preliminary.However,insufficient funds,lack of health education professionals are the main factors to limit the development of health education and health promotion.
