摘要
分析了我国石油企业在HSE管理体系的策划、建立、运行以及持续改进等方面存在的问题,并结合实践经验着重从体系的宣传培训、责任落实、文件编制、危害及环境因素识别、执行力、持续改进以及与其它管理模式相结合的必然趋势等七个方面探讨了推行HSE管理体系应注重的问题。
This paper analyzes the problems which exist in the planning,establishment,operation and continuous improvement of the HSE management system in Chinese oil companies.Based on practical experiences,it discusses the issues that should be focused on in implementing HSE management system from seven aspects including the publicity and training for the system,fulfillment of responsibilities,compiling of documents,identification of hazards and environmental factors,execution and continuous improvement and the inevitable trend to combine HSE management system with other management models.
