摘要
以满足经济发展和环境保护的双重需求、促进社会的和谐发展为基点,从卫生防护距离标准的控制对象、复杂地形的处理原则、特征污染物标准浓度限值和无组织排放量的确定等方面,总结分析了制定卫生防护距离标准时需注意的技术细节和管理问题,并提出了对工业企业全面实施泄漏检测与维修(LDAR)的要求,供相关主管部门和标准编制人员参考。
Based on meeting the double requirements of economic development and environmental protection and promoting harmonious development of the society,this paper summarizes and analyzes the correlative technical details and supervisory issues in establishing health-protection distance standards from several aspects including control of health-protection distance standard,principles for dealing with complex landform,limits to standard concentration of particular pollutants and determination of fugitive emission and so on.It also brings forward the requirement of full implementation of LDAR by industrial enterprises,which provides reference for related departments in charge and personnel who compile the standards.
