Construction of township cadres is the key to poor county's further development.Seen from the perspective of human capital,in the construction of township cadre team close attention should be paid to the natural environment,industrial structure,and human capital differences of specific county and town.Emphasis should be given to purposeful accumulation and focused use of human capital and to strengthening the operation efficiency of human capital.
