上海市卢湾区公共场所控烟环境调查分析

Investigation and Analysis on the Environmental Quality of the Tobacco-controlling Public Places in Luwan District in Shanghai

目的了解上海市卢湾区公共场所控烟环境实施情况,为《上海市公共场所控制吸烟条例》的实施提供参考。方法采用现场观察的方法,在卢湾区公共场所中选择医疗机构、中小学校、国家机关、餐饮场所等142家,选择人流量较大的时间,以顾客身份进入观察现场,观察30分钟,观察结果记入统一的《控烟环境观察记录表》。结果 6.3%的公共场所无禁烟标识,18.3%的公共场所无控烟宣传资料,15个公共场所发现有烟蒂,17个公共场所发现有人吸烟。结论医疗机构、学校等场所的控烟措施落实较好,餐饮、娱乐、办公等场所的控烟措施较差,有待进一步加强管理。

Objective To find out the situation of tobacco control in public places in Luwan District,Shanghai and offer references on the further implementation of Rules on Controlling Smoking in the Public Places of Shanghai.Methods The people from 142 departments in Luwan district such as medical institutions,schools,state institutions,and restaurants were selected to answer the standard questionnaires.Investigators entered the public places mentioned above and watched the environments around for about 30 minutes as customers at busy time.The results were recorded in a unified form of Situations of Tobacco Control Environment Survey.Results The rate of public places without Non-tobacco publicity data was 18.3% with 6.3% of public places having no posters of signs on ban-smoking.Cigarette butts and smokers were found in 15 and 17 public places respectively.Conclusion The situation of tobacco control in restaurants,amusement arcade,and offices is worse than that in medical institutions,schools.Therefore much work should be done in the future.
