摘要
特殊教育均衡发展是缩小教育差距,实现教育公平的重要环节,它包括对残疾儿童少年教育权利的保障和教育资源的平等分配,针对我国特殊教育均衡发展的测算和评价至今尚属空白。在借鉴相关理论和同类工作的基础上,构建特殊教育均衡发展的指标体系和测算方法,结合统计数据进行测评。结果表明,我国特殊教育发展从整体上看正在趋向均衡,但特殊教育资源的均衡配置任务艰巨,是今后教育改革和发展的重点。
Special educational balance development is an important link to narrow the education gap and realize the education equity,it includes guarantee the disabled childrens' educational right and distribute educational resources equal,So far the measure and evaluation for our special educational balance development is still blank.Based on the related theory and similar work,we constuct the indicator system and measure methods for special educational balance development and evaluate it combined with statistical data.The results show that our development of special education is inclined to balance overall,but the equilibrium allocation for special educational resources is the arduous and key tasks of educational reform and development in the future.
