学校委托管理中的改革阻力及化解——兼谈对学校改革路径选择的启示

On the Reformation Resistance and Resolution of Empowered School Management——The Enlightenment for Path-choice of School Change

在学校改革的过程中,因利益调整而产生的阻力总是不可避免地与改革相伴而生,而有效化解改革阻力是改革实施的关键因素之一。本文在对上海市学校委托管理改革进行多个个案调研的基础上,提炼出学校委托管理在化解改革阻力方面的经验。并且,从改革阻力化解的角度对学校改革路径的选择进行了思考,认为我们应该对学校改革进行多种形式的补偿,赋予学校改革实施者更多的自主权,同时,充分发挥制度在改革实施中的作用。

During school reform,the resistance caused by benefit adjustment will inevitably companied with reform,and the effective dissolve of the resistance is one of the key factors of reform implementation.On the basis of case studies of empowered school management reform in Shanghai,this thesis describes the experience of resistance-dissolve in Shanghai empowered school management.Then I studied the path-choice of school reform in the terms of resistance-resolution,and consider that we should carry out all kinds of compensation to school reform,endow school reform implementers enough autonomy,and at the same time,give full play to the system in the reform implementation.
