The core meaning of participation,which is essentially the realization of civil rights,rests in citizens' influences in decision-making and public life through certain approaches.As the intrinsic value of the currently-rising 'New Public Movement' in China, participation is regarded as an important way of improving the country's democratic system and promoting democratic public life in both national macro-political life and micro administrative process.Therefore,in the highly focused area of high education,the implement of the participation right is worthy of expectation.As the means to achieve civil rights and reinforce its legitimacy,participation has opened a window for us to re-examine university disciplinary proceedings.
