重点发展第三产业是结构调整的关键

The Key of Adjustment of Economic Structure is to Emphasize on Developing Tertiary Industry

中国经济结构的根本缺陷是第三产业与国民经济整体发展不相适应,并由此而导致了国民经济过度依赖进出口和投资,并成为城市化落后于工业化、"三农问题"、经济效率下滑、贫富分化、就业困难以及国际经济关系紧张诸问题的重要原因。在后金融危机时代,经济结构平稳调整的策略是使生产结构适当向消费结构回归;在以质量为中心继续发展工业的同时,更多关注第三产业的发展;在完成服务业进口替代的同时,力求发展服务业尤其是服务外包业的出口。其中,尤以拆除部分重要产业部门的高门槛,向民间充分开放,形成广泛竞争为重要条件。

The fundamental defect of China's economic structure is the dismatch between the tertiary industry and the overall development of the national economy,which has led to the over-reliance on import and export,and on investment.Furthermore,this dismatch is the causes of the various problems, such as urbanization falling behind industrialization,'issues concerning agriculture,countryside and farmers',declining in economic efficiency,polarization of wealth,employment difficulty,and tensions in international economic relations.In the post-financial crisis era,the strategy for smooth adjustment of economic structure should be as follows:firstly,restore production structure to consumption structure appropriately;secondly,in the meantime of continuous development of industry which based on quality improvement,paying more attention to the development of tertiary industry;thirdly, accomplishing import substitution of service industry,meanwhile,striving to excel in export of services,especially services outsourcing.It is critical that we should dismantle the high hurdle of some mainstay industry sectors to fully open markets to private enterprises,and to enlarge competitive mechanism.
