A Combination of Practice With Theory In 30-Year Planning Manaqement Reform In China:From Planninq To Proqramminq

中国计划管理30年变革经历了两个阶段的实践与理论互动过程。第一阶段以指令性计划向指导性计划转变为基本内容,第二阶段以计划管理向宏观调控转变为基本内容。两个阶段逐步完成了国民经济管理从总体上的计划管理向规划管理以及宏观调控的转变,中国特色的国民经济管理体系已经形成。为此需要总结的认识是:1.我国依然具备实施有计划地管理国民经济的基本条件,因此保持一定形式和内容的国家计划与规划管理仍有必要性和可行性;2.国家规划和计划在宏观调控体系中起牵头地位;3.应当继续强调和发挥综合平衡原则及其方法在规划管理中的作用;4.必须充分重视经济预测的作用,将经济规划建立在对未来科学预测的基础之上;5.关于宏观调控的命题仍需要继续深入讨论和完善。

There were two stages in combination of practice with theory in 30-year planning management reform in China:stage A meant the transition from administrative planning to guidance planning,and stage B meant the transition from planning management to macroeconomic adjustment and control.The national economic management system with Chinese characteristic has been finished through the two stages.This successful transition has shown that:(1) China still owned the basic conditions to manage the national economy with certain kind of state planning which is necessary and feasible;(2) the state planning still played a key role in system of macroeconomic adjustment and control;(3) the principles and ways of the compositive balance should be emphasized in planning management; (4) the economic forecasting based on more scientific way should be used in planning management and (5) the system of macroeconomic adjustment and control still existed some uncertainty and it should need further improvement.
