Based on expounding the construction progress of non-commercial forest in Suichang County , this paper analysed the expe-rience and practice of managing and protecting of non-commercial forest in Suichang County , which included setting up organization , assembling managing group , ensuring system , implementing capital , and so on .It was summarized that raising consciousness as the basic, taking people-oriented as the key, implementing capital as the guarantee , and creating mechanism as the driving force .It chould be benefit for policy making on the managing mechanism of the non-commercial forest .
