Central-Asia Security Pattern and Function in Multilateral Mechanism

中亚地区安全格局一直呈现多元、多层次的特点。所谓多元,是指没有一种内部或外部力量能够在维护地区稳定方面发挥主导作用;所谓多层次,是指大国关系、地区国家间关系、对中亚有影响的周边力量都对地区的稳定有直接影响。在复杂的国际大背景下,刚刚经历金融危机冲击的中亚各国,又遇到了新的问题和挑战,在地区事务中有影响力的大国也调整了政策。地区安全格局发生了微妙的变化:大国地缘政治竞争呈现全方位化;中亚国家之间的疏离倾向越来越显性化;阿富汗问题前景难测,导致周边安全环境持续恶化。由于中亚地区面临的威胁具有内外结合、多领域共生等特点,迫切需要建立成熟的多边安全机制,帮助中亚国家进一步提高抵御安全风险的能力,同时在出现危机的时候能够联合应对。上海合作组织作为最早关注中亚地区面临的各种安全挑战的区域机制,开展了富有成效的合作,具有广阔的前景。

The security pattern in central Asia has been taking on diversity in multiple tiers.By diversity,it means that none of internal or external force plays a dominant role in maintaining regional stability;by multiple tiers,it means that relation between big powers,that between one country and another in the region and marginal force with influence on central Asia takes immediate effect on the regional stability.At the backdrop of complex international situation,central-Asia countries fresh from financial crisis meet new problems and challenges and big powers with influence on the regional affair also readjust their policy.Subtle change has taken place in regional security pattern: big-power geo-political competition takes place in all-round way;the alienation between one country and another in central Asia is becoming more overt;the unpredictable prospect of Afghanistan issue leaves marginal security worsening.Since the threat facing central-Asia region is featured by combination of internal force and external one and cogeneration in multiple fields,which is urgently needed to set up a mature multilateral security mechanism to help central-Asia countries raise their capability of guarding against security risk and make joint response with when crisis occurs.The Shanghai Cooperation Organization as the earliest regional mechanism to show concern about various challenges to security facing the region has carried out fruitful cooperation,promising a bright future.
